These are speculations based mostly on the manga. I could very well be wrong about these, they are just opinions based upon my own readings of the series.
Sailor Moon - the only one Galaxia had any respect for, and that was only for the power the moon senshi carried. She still felt that she was a weak soul who relied to heavily on her friends. A figure to be easily manipulated. Because of Sailor Moon's Silver Crystal, Galaxia felt that she needed to suffer the most, because she had the most power. You could say, Galaxia was jealous.
Chaos - Though Galaxia appeared to be working for her, she, in fact, did not like the formless mass of energy. She was using it for her own advantaged and advancement. She was planning on destroying Chaos in the end, of course her plans fell short.
Sailor Animamates - She considered most of them to be weak, though smarter than the other Senshi because they chose to follow her. Sailor Heavy Metal Papillon was perhaps the highest respected out of the five. Sailor Tin Nyanko was considered a worse failure than the rest, for she failed, then made the mistake of returning to the castle. Galaxia, however, does not care enough about her Animamates to go after them in the manga, like she did to Tin Nyanko in the anime.
Sailor Phi and Chi - They were the most trusted out of anyone, though how the gained her trust is unknown. Perhaps it was their undying loyalty to her?
Galaxia didn't mention the other characters much in either the manga or the anime series, so anything else would be highly up to speculation.
