The Sailor Stars anime and manga have one important idea in common, the idea of Star Seeds being the live force of a person. The only draw back of the anime is that they do not explain it as much as the manga does, but that is okay.
In the anime a Star seed is the "soul" if you will of a person. Everything that they are and ever was. Without the star seed, you cannot live and die quickly or turn into a Phage, which is what the "Monsters of the day" became. The star seed of a human turns black when it is forced from the body, the only way for it to go back is for that person to be healed. ( By Kakyuu or Sailormoon ) Sailor Soldiers have "true" star seeds which don't turn black when they are taken and continue to glow for all times.
In the manga both Star Seeds and Sailor Crystals are mentioned. Every living thing has a Star Seed, which is born from the Galaxy Cauldron. Among those star seeds are "Sailor Crystals" which are special Star Seeds born to grow into planets and guardians for those planets. The Sailor Soldier's power comes from their Sailor Crystal, and even when they die as long as their Sailor Crystal exists they can be reborn again as a guardian.
These could possibly be the human star seeds, Galaxia speaks of, but it is hard to tell. If they are, it is easy to see the difference between the glowing Sailor Crystals of senshi, and the firely looking star seeds of humans.
